When we look at Ezekiel 37, we see Ezekiel frustrated with the state of Israel and gripped by sadness and disappointment. God grabs him out of himself and shows him something that, from his perspective, looks hopeless but, from God's perspective, is possible.
He asked Ezekiel a question and then told him to prophesy. To see change, we have to say what God said. It was only when Ezekiel started to speak that something began to happen. In this place that your in Victory is in your Voice... Say what HE said!!
